Stakeholders are typically instrumental in the development and construction of new university facilities.  This group who may consist of faculty, administrators and students, will play a key role in determining funding sources, the academic or administrative program housed in the building and who will occupy the building. 

        Funding
Funding must be established early on in the construction process.  Funding must be available for the Feasibility Study and the Architect/Engineer Fees.  The Stakeholder must establish the preliminary budget for the project.

        The Program
The Stakeholders must define the academic program, the goals and expectations of the future space.  This group must answer the following questions:

Ø       Who will occupy the new space?

Ø       What are the functional requirements of the new space?
